SUPPORT POLICY FOR INNOVATIVE START-UP BUSINESSES

In recent years, Vietnam’s national innovation start-up ecosystem has taken shape, centered on the strategic goal of fostering a nation driven by innovative entrepreneurship. On 2016-05-18, the Prime Minister issued Decision 844/QD-TTg, a project supporting the national innovation start-up ecosystem until 2025. Recently, Resolution No. 57-NQ/TW dated 2024-12-22 of the Politburo on breakthroughs in national science, technology, innovation, and digital transformation development was released. Preferential policies are required to encourage enterprises, especially small and medium-sized enterprises, to invest in digital transformation, research, science application, and technological innovation to improve production and business efficiency. However, existing research suggests that current policy mechanisms are insufficient to effectively incentivize engagement from innovative start-ups. This study uses empirical evidence to identify key barriers hindering the innovative start-up initiatives of businesses across various sectors. Based on these findings, the paper proposes five policy recommendation groups aimed at fostering more substantial development in this area.
